THE U.S. ARMY CONTRACTING COMMAND-DETROIT ARSENAL (ACC-DTA) HAS A REQUIREMENT TO PROVIDE GROUND VEHICLE SYSTEMS CENTER (GVSC) WITH CONTINUED SUPPORT FOR RESEARCH ANDDEVELOPMENT OF MILTARY GRADE FUELS AND LUBRICANTS. ACC-DTA INTENDS TO NEGOTIATE SOLELY, AS PRESCRIBED IN REVOLUTIONARY FAR OVERHAUL (RFO) FAR 6.103-1(b), WITH SOUTHWEST RESEARCH INSTITUTE, CAGE CODE 26401, FOR FULFILLMENT OF THIS REQUIREMENT.
