NASA Glenn Research Center, through the NASA Shared Services Center (NSSC), is seeking specialized cryogenic mechanical testing services for advanced composite materials used in cryotank applications. - Government Buyer: - NASA Shared Services Center (NSSC) - NASA Glenn Research Center - OEMs and Vendors: - Composite Technology Development, Inc. (sole source provider for testing services) - Toray (manufacturer of T1100 carbon fiber and 3960 epoxy resin) - Products/Materials for Testing: - Thermoplastic T1100 carbon fiber/TC1225 LM-PAEK composite coupons - Thermoset T1100/3960 epoxy resin coupons - 104 total test coupons fabricated by NASA GRC - Services Requested: - Cryogenic mechanical testing of polymer matrix composites and resins - Tension, toughness (compact tension), and thermal expansion tests - Testing at 20 K (liquid hydrogen) and 111 K (liquefied natural gas) temperatures, as well as room temperature - Coupon machining, tabbing, and full test reporting with raw data - Unique/Notable Requirements: - Testing must be performed on NASA-fabricated coupons - Deliverables include fractured specimens and detailed test reports - Sole source justification for Composite Technology Development, Inc. due to specialized capabilities - Materials provided by NASA, with testing and reporting to be completed within 6-8 weeks of receipt

Synopsis:

NASA/NSSC has a requirement for Perform cryogenic mechanical testing for composite materials needed to move project forward. 

NASA/NSSC intends to issue a sole source contract to COMPOSITE TECHNOLOGY DEVELOPMENT, INC.  2600 Campus DR Suite D Lafayette, Colorado 80026-3357 United States under the authority of FAR 12.102(a). It has been determined that COMPOSITE TECHNOLOGY DEVELOPMENT, INC. is the sole provider of Perform cryogenic mechanical testing for composite materials needed to move project forward.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541380.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. Central Standard Time on 6/18/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
