The National Marine Fisheries Service (NMFS) has issued two incidental harassment authorizations (IHAs) to the City of Kodiak for the incidental take of marine mammals during Phase I and Phase II of the St. Herman Harbor Infrastructure Rebuild Project in Kodiak, Alaska. The IHAs authorize the incidental harassment of marine mammals in accordance with the Marine Mammal Protection Act (MMPA). The Phase I IHA is effective for one year from the date of notification by the IHA-holder, not to exceed one year from the date of issuance (June 10, 2026). The Phase II IHA is effective for one year from the date of notification by the IHA-holder, not to exceed one year from the expiration of the Phase I IHA.
