The City of Upper Arlington Public Service Department is seeking qualified contractors for a comprehensive sanitary sewer inspection, cleaning, and video recording program covering various pipe sizes throughout the city. - Government Buyer: - City of Upper Arlington, Public Service Department - Scope of Work: - Inspection, cleaning, and remote video recording of sanitary sewer segments (8" to 27" pipes) - Hydraulic and mechanical root cutting, heavy and light cleaning, and trimming of intruding service laterals - Locating buried manholes and providing bypass pumping as needed - Maintenance of traffic and mobilization of equipment and personnel - Products/Services Requested: - Cleaning of 8" (90,000 ft), 10" (8,600 ft), 12" (4,300 ft), 15" (1,500 ft), 18" (3,200 ft), 21" (1,000 ft), 24" (2,500 ft), and 27" (300 ft) easement sewer pipes - Heavy cleaning (25 hours as directed) - Inspection and video recording for each pipe size, matching cleaning quantities - Additional services: trimming laterals (5), locating manholes (5), contingent cleaning/inspection, maintenance of traffic, mobilization, and bypass pumping - Notable Requirements: - All inspections and video recordings must conform to NASSCO PACP standards and be suitable for AI coding (contractor not required to perform AI analysis) - Contractors must have at least five years of industry experience and NASSCO PACP certification - References for similar completed contracts required - Coordination with private property owners for rear easement access - All work to be completed within 180 days of Notice to Proceed, during weekdays unless otherwise approved - Traffic maintenance must comply with the Ohio Manual of Uniform Traffic Control Devices - No specific OEMs or proprietary equipment are mandated; contractors must provide suitable equipment and personnel for all tasks.

Description

The City of Upper Arlington – Public Service Department is seeking qualified contractors to inspect, televise, and clean sanitary sewer segments within the corporation boundaries of the City of Upper Arlington. The work includes hydraulic and mechanical root cutting and cleaning, as well as remote televising and recording of the sanitary sewers. All inspections shall conform to the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) and cleaning shall follow NASSCO specifications. The contract is for one year (2026) and requires completion within 180 days of the Notice to Proceed.
