Description

THIS IS A SOLE SOURCE PROCUREMENT, NOT A REQUEST FOR QUOTE (RFQ). Pursuant to FAR 13.101, the U.S. Environmental Protection Agency (US EPA), Office of Finance and Administration (OFA), Office of Chief Procurement Officer (OCPO) intends to award a sole source Blanket Purchase Agreement (BPA) to ASTM International (ASTM) for an EPA membership grouping in ASTM. ASTM is a 501(c)3 not-for-profit organization that develops standards related to EPA’s mission. This membership will support EPA’s Office of Administrator participation in the ASTM Board of Directors and the participation of staff from various EPA Offices and Regions in ASTM technical committees and subcommittees, as directed by the National Technology Transfer and Advancement Act (NTTAA). Refer to the attached Statement of Work (SOW) for the specific requirements.The service provided by ASTM and the benefits to the Agency are described below.EPA’s Office of Administrator uses EPA’s membership grouping and currently includes over 40 EPA staff participating in ASTM technical committees and subcommittees in 2026. EPA anticipates that there will be more EPA staff included in the EPA membership grouping in future years.Office of Administrator’s intent is to continue EPA’s participation in the ASTM Board of Directors and to continue to support the participation of staff from various EPA Offices and Regions in ASTM technical committees and subcommittees, as directed by the National Technology Transfer and Advancement Act (NTTAA) which has further supported the Agency’s mission.ASTM International is the only source capable of providing the services required because it is the only Voluntary Consensus Standards (VCS) body responsible for developing the ASTM standards that EPA uses to support its regulatory, research and policy objectives. There are no other organizations that develop ASTM standards.Therefore, the sole source BPA to ASTM is necessary to support EPA’s participation in the ASTM Board of Directors and the participation of EPA staff in ASTM technical committees and subcommittees, as directed by the National Technology Transfer and Advancement Act (NTTAA). If services are not continued, this will be detrimental to the EPA’s mission.NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) WILL BE POSTED. No BPA will be awarded based on offers or quotes received in response to this notice. Notwithstanding, any firm who believes it can meet EPA's requirement as stated herein (or equivalent/adequate substitution) may submit a response, which if received by June 30, 2026, will be considered.
