This opportunity seeks qualified small businesses to support the U.S. Air Force at Malmstrom Air Force Base with the repair, removal, and replacement of livestock gates across the 341st Missile Complex: - Government Buyer: - U.S. Air Force, 341st Civil Engineer Squadron and 341st Contracting Squadron, Malmstrom Air Force Base - Scope of Work: - Removal, replacement, and repair of livestock gates (Hardened Inter-Site Communication System, HICS gates) across 15 flights within a 160-mile radius - Cutting and repairing fence lines, installing new gates, and splicing fences as needed - Installation of fluorescent delineator coils (3M Fluorescent Diamond Grade Series 3924S or equal) - Transfer of existing metal Government Number Tags to new posts - Coordination with property owners and compliance with safety, environmental, and scheduling requirements - All labor, materials, equipment, and supervision to be provided by contractor - Products and Materials Specified: - Wood posts (cedar, pine, or aspen), steel horizontal braces, wood and metal fence stays - Barbed wire, barbless stranded wire, plain wire, woven wire, and zinc-coated staples (Davis Wire brand or equal for wire products) - 3M Fluorescent Diamond Grade Series 3924S reflective sheeting for delineator coils - Notable Requirements: - Strict excavation safety controls, including hand digging near buried utilities and required Work Clearance Permit - Work typically scheduled Monday through Thursday, with winter suspension from November through mid-April - Contractor must submit a detailed work schedule and coordinate weekly with government offices - Contract Structure: - Anticipated as a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract - Five-year ordering period, not to exceed $2.5 million total - No specific OEMs or vendors are mandated, but 3M and Davis Wire are referenced as acceptable brands for certain materials

Description

The purpose of this Sources Sought is to assess the level of interest, capabilities, and qualifications of HUBZone, SDVOSB, and WOSB small business communities for this project. The North American Industry Classification System (NAICS) for this acquisition is 238990, with a size standard of $19,000,000.00. The Government is contemplating a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a five (5) year ordering period, not to exceed $2.5M.

The 341st Contracting Squadron at Malmstrom Air Force Base, Great Falls, Montana, is anticipating a solicitation to remove, replace, and repair designated livestock gates within the 341st Missile Complex. The scope of work requires the Contractor to cut existing fence lines and install new gates in areas where property owners currently have wire over gates. Alternatively, the Contractor may be directed to temporarily cut the fence for access and repair it with a splice after the work party has proceeded through the right-of-way. All actions require the Contractor to install a fluorescent delineator coil and transfer any existing metal Government Number Tags to the new posts.
