The City of Lubbock, Texas, is seeking contractors to provide a wide range of HVAC services, repairs, and equipment installations for residential units under the Comprehensive Energy Assistance Program (CEAP). - Government Buyer: - City of Lubbock, Purchasing and Contract Management Department - Contact: Marta Alvarez, Director of Purchasing and Contract Management - Scope of Work: - Service, repair, and installation of HVAC equipment, including: - Evaporative coolers (replacement and repair, 3400–5000 CFM) - Refrigerated window A/C units (replacement, 5000–12,000 BTU, ENERGY STAR rated) - Gas wall heaters (installation, single/double wall, 35,000–65,000 BTU) - Central HVAC gas furnace systems (horizontal/vertical, 60,000–100,000 BTU) - Central HVAC A/C condensers and heat pump systems (2–3.5 ton) - Mobile home vertical gas furnaces (56,000–90,000 BTU) - Electrical repairs and upgrades (panels, disconnects, wiring, receptacles) - Thermostat replacements (mechanical, digital, heat pump) - Component-level repairs (motors, fans, valves, sensors, circuit boards, compressors, etc.) - Installation of combination smoke and carbon monoxide detectors - Ductwork, venting, and air quality improvements - Products/Services Requested: - Over 90 distinct line items covering HVAC equipment, parts, and labor - All installations include one-year warranty on labor and materials - Quantities are generally one per line item, but actual work will be as needed per service call - Unique/Notable Requirements: - ENERGY STAR rating required for window A/C units - All work must comply with local codes and manufacturer specifications - Contractors must provide warranty on both labor and materials for one year - Multiple awards may be made to ensure adequate service coverage - OEMs and Vendors: - No specific OEMs or brands are mandated; open to all qualified HVAC equipment manufacturers - Contract Term: - One year initial term, with four optional one-year extensions

Description

The City of Lubbock has issued an Invitation to Bid (ITB) to procure services for the Comprehensive Energy Assistance Program (CEAP). The contract scope includes servicing and repairing existing heating and cooling units as well as installing portable air conditioning units. The City may award contracts to multiple vendors based on their needs. Bids are to be submitted electronically or in hard copy by July 2, 2026, at 3:00 PM. The contract term is one year with four optional one-year extensions.
