Omaha Compost Facility Construction: Building, Utilities, and Site Improvements (Phase 2)

The City of Omaha Public Works Department is seeking bids for the Compost Relocation Phase 2 construction project at the Papillion Creek Water Resource Recovery Facility (WRRF). - Government Buyer: - City of Omaha Public Works Department - City of Omaha Human Rights and Relations Department (for ESP compliance) - Project Scope: - Construction of a permanent compost operations building (Oma-Gro, ~6,000 sq.ft), truck scale, and site improvements - Installation of utilities: sanitary, storm, electrical, gas, and water lines - Construction of stormwater basin, septage receiving pit (deductive alternate), access drive with concrete paving, and rock surfacing - Relocation of 60,000 cubic yards of compost piles - Excavation and haul-off of 14,180 tons of unsuitable material; import and compaction of 13,130 tons of suitable material - Allowances for stormwater pollution prevention, security cameras, access control/intrusion detection, furniture, emergency backfill, and owner's contingency - Installation of light and camera poles, landscaping, and restoration - Unique/Notable Requirements: - Project is within the levee critical zone, requiring USACE technical review and compliance with levee regulations - Deductive alternate for not constructing the septage receiving station - Must maintain composting operations during construction - 7% Small & Emerging Business (SEB) participation required; annual Economic Sustainability Program (ESP) plan and quarterly reporting - Incentives for apprentice labor utilization (target: 10% of labor hours) - Coordination with a preselected installer for existing bagging equipment - City of Omaha Class A or B Contractor License required at bid - Bid bond (5% of total bid if $50,000+), tax exemption on materials, and compliance with local labor laws - Liquidated damages for late completion - Products/Services Requested: - Pre-engineered metal building, truck scale, site pavement (9,638 SY), compost pile relocation, excavation, backfill, utilities, stormwater and security systems, landscaping, and special inspections/testing - **No specific OEMs or product brands are named; all major construction and security system components are included as allowances or generic descriptions.

Description

This solicitation is for the construction of the permanent Compost Operations building, scale, utilities, and site paving as part of the Compost Relocation Phase 2 project. The project includes site improvements such as minor demolition, grading, paving, utilities, and construction of a truck scale and the Oma-Gro Building. The bid has a Small & Emerging Business (SEB) reserve and requires submission of an Economic Sustainability Plan (ESP). Verification of a City of Omaha Class A or B License is required at the time of bid. The bid bond must be issued by a surety licensed by the State of Nebraska or acceptable substitutes. The project qualifies for apprentice utilization with an incentive form to be attached with the bid.
