1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. 1.a. Project Title: Environmental Compliance Service 1.b. Description: VA Greater Los Angeles Healthcare System located at 11301 Wilshire Blvd, Los Angeles, CA 90073 is seeking a contractor to provide compliance service for Sewer System Management Plan (SSMP) development and Storm Water MS4 Phase 2 permit. 1.c. Project Location: A Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26226Q0960. 1.e. Set Aside: This solicitation is issued as an SDVOSB set aside. 1.f. Applicable NAICS code: 541620 Environmental Consulting Services. 1.g. Small Business Size Standard: $19 million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: one year 1.j. Wage Determination applicable to this project: SCA WD 2015-5613 revision 32 1.k. Your enclosure form and capabilities statement/experience should be sent in one email with 2 separate email attachments, or it will not be accepted 2. Statement of Work BACKGROUND. The Environmental Protection Agency (EPA) mandates sewer system management plan and Storm Water MS4 permits large facilities like the VA West Los Angeles Medical Center. EPA delegates this oversight to California State Water Board which monitors sewer and stormwater lines under the SMARTS database. EPA defines stormwater as the runoff generated when precipitation flows over land or impervious surfaces without percolating through the ground and is administered through (NPDES)National Pollutant Discharge Elimination System permits. SCOPE. Sewer System Management Plans (SSMPs) and the Online California Integrated Water Quality System (CIWQS) Sanitary Sewer System Database are required for facilities with large sewer networks under CALIFORNIA INTEGRATED WATER QUALITY SYSTEM (CIWQS). This contract will cover the following: Storm Water MS4 Phase 2 Plan update Storm Water SMARTS database construction support Sewer System Management Plans (SSMP) development and submittal The contractor must provide the following tasks: Provide all means, methods, equipment, expertise, incidentals, labor, materials, supervision, supplies, transportation, and qualified personnel including California Professional Engineer or environmental professionals with current Certified QSP & QSD credentials accepted by California State Water Resources Control Board. Develop Storm Water MS4 Phase 2 update and Storm Water SMARTS database support by environmental professionals with current QSP and/or QSD credentials. Develop a Sewer System Management Plan (SSMP) for VA West Los Angeles Medical Center. GENERAL REQUIREMENTS The following standards, policies, regulations, and/or governing bodies apply. The contractor is responsible for adhering to all current applicable standards, policies, regulations, and/or governing bodies: NPDES (National Pollutant Discharge Elimination System) Stormwater Rules and Notices https://www.epa.gov/npdes/npdes-stormwater-rules-and-notices California State Water Resources Control Board (SWRCB) Sewer System Management Plan (SSMP) under Order 2022-0103-DWQ All other applicable local, State, and Federal laws / regulations All personnel employed by the contractor shall comply with applicable Federal, State, and VA safety and fire regulations and codes in effect during the performance period. Work shall be performed in accordance with relevant standards and codes to minimize injury or damage. OSHA standards for confined spaces (29 CFR 1910.146) shall be followed. Entry into confined spaces such as pits, tanks, vaults, etc., is the contractor's responsibility, and prior advice to government representatives is required. PERIOD OF PERFORMANCE. The period of performance will be one year. HOLIDAYS. New Year’s Day - January 01 Martin Luther King’s Birthday - Third Monday in January President’s Day - Third Monday in February Memorial Day - Last Monday in May Juneteenth - June 19 Independence Day - July 04 Labor Day - First Monday in September Columbus Day - Second Monday in October Veterans Day - November 11 Thanksgiving Day - Fourth Thursday in November Christmas Day - December 25 CONTRACTOR EMPLOYEES The contractor shall not employ persons who are potential threats to health, safety, security, or the operational mission of the installation. Personnel shall meet or exceed standards established by the Joint Commission (JC). All contractor personnel must obtain a VA Police-issued ID badge, which must be worn at all times on VA property, and include a photo, name, and company. PARKING AND SMOKING POLICY Contractors are responsible for parking in designated areas. Parking violations are the contractor’s responsibility. Smoking is strictly prohibited on VA grounds, including all healthcare facilities, effective October 1, 2019, with no designated smoking areas. INSURANCE COVERAGE The contractor shall maintain Workers Compensation and Public Liability Insurance as per laws. Certificates of insurance must be provided before work begins and upon renewal, with at least 30 days’ notice for cancellations. Minimum coverage includes: Workers' compensation and employer’s liability: at least $100,000 General Liability: $500,000 per occurrence Automobile liability: $200,000 per person; $500,000 per occurrence; $20,000 property damage INSTRUCTIONS TO OFFERORS Submit written offers via email to ositadima.ndubizu@va.gov by 10am PST, June 22, 2026, using Enclosure 1. RESPONSIBILITY STANDARDS Offerors must provide evidence of: Certified QSP & QSD credentials accepted by California State Water Resources Control Board References from at least 3 VA or government agencies, including contact info and contract details EVALUATION AND AWARD The government will award based on lowest price, responsibility, and responsibility standards. Quotes will be evaluated without discussions unless deemed necessary. The process continues until a suitable award is made or all quotes are rejected. The government reserves the right to cancel if funding is insufficient.
