The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is procuring a comprehensive CCTV surveillance system to enhance border security for the Guatemalan Customs Agency (SAT). - Government Buyer: - Department of State, INL/RM/MS Management Systems Division - INL Guatemala, Contracting Officer Representative (COR) and Contracting Officer (CO) - OEMs and Vendors: - No specific OEMs or brands are named; requirements are for high-definition IP-based cameras and advanced surveillance hardware/software - Products/Services Requested: - 122 PTZ dual-lens network cameras (4MP+4MP, 25x optical zoom, smart intrusion prevention, LightHunter technology, IR & warm light illumination) - 77 bullet network cameras (5MP HD, intelligent IR, vandal-resistant, IP67 protection, smart intrusion prevention) - 126 units of video monitoring software and physical storage - Installation, configuration, testing, and removal of existing equipment - Training for up to 10 SAT IT personnel on system operation and integration - 12 months of technical support and warranty (24x7x365, Spanish language, onsite as needed) - Labor, other direct costs, travel, and shipping - Unique/Notable Requirements: - Integration of surveillance systems across multiple sites, including Guatemala City and border checkpoints - Advanced imaging and smart intrusion prevention features - Training and support must be provided in Spanish, with rapid response and onsite support - All work (delivery, installation, training) must be completed within 120 days of contract award - Pre-award site visit opportunity for offerors - The procurement supports efforts to combat illegal trafficking and narcotics flow at Guatemalan borders.

Background:

This is a Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) supported initiative to combat illegal trafficking of people and goods and curb the flow of dangerous narcotics to the United States.  INL requires the herein described services to provide a solution to remove and install new surveillance cameras and to provide interconnectivity between a Guatemala City-based border command center and INL-supported checkpoints and Guatemala’s land ports of entry.

To be considered for award. all interested parties shall submit their proposals via e-mail to Michele Coccovizzo at coccovizzoml@state.gov and Jamillah Timmons timmonsJ@state.gov  by 5:00 pm EST, on Tuesday, July 21, 2026. Submission through any other method requires the prior written approval of the Contracting Officer.

Questions pertaining to this solicitation shall be sent to Michele Coccovizzo at coccovizzoML@state.gov. Questions and requests for clarification shall be accepted until 5:00 PM EST on Wednesday, July 1, 2026. Additional infomation can be found in section 1.3.2 of the Statement of Work.
