A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. L3Harris Technologies, Inc. Harris Defense Communications (“L3Harris”) is the sole source provider for all manufactured products. As L3Harris manufactured products, including associated hardware and software, are proprietary in nature, there are no resellers or service providers authorized to provide services to L3Harris manufactured products, including upgrade services.  As such, L3Harris makes significant investments in the initial qualification and subsequent continuous training of its certified L3Harris trainers and considers these specific certified instructors to be the sole personnel authorized to conduct official L3Harris training to include the L3Harris Operator and Level 3 Maintenance training courses. Market research was conducted and has confirmed that the above company is able to meet the government's needs. Accordingly, a sole source award will be made to L3Harris Technologies, Inc.
