NOAA's National Geodetic Survey (NGS) is seeking contractor support to develop a scalable processing framework for generating NSRS-aligned coordinates for non-NOAA CORS Network (NCN) Continuously Operating Reference Stations (CORS). - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - National Geodetic Survey (NGS), Eastern Acquisition Division - Observation & Analysis Division, EAD-NOS - No specific OEMs or commercial vendors are named in the solicitation or attachments. - Products/Services Requested: - Development of GNSS data ingestion and metadata management workflows - Processing of GNSS observation data using Precise Point Positioning (PPP) and double-difference methodologies to generate preliminary coordinate solutions aligned to ITRF2020 at epoch 2020.0 - Independent validation, quality assurance, uncertainty analysis, and comparison against existing coordinate products - Development of scalable, repeatable coordinate processing workflows, datasets, metadata frameworks, and supporting documentation - Knowledge transfer, training, workflow transition support, and final project reporting - Services and travel in accordance with the Performance Work Statement (PWS) for a base year and two option years - Unique/Notable Requirements: - Framework must support multiple geodetic processing methodologies and be scalable for future expansion - Deliverables include technical documentation, training, and transition support to enable NGS personnel to maintain and expand the system - Emphasis on scientific integrity, confidentiality, and compliance with federal regulations - Contract includes a 12-month base period and two 12-month option years, with a possible 6-month extension - No product part numbers or purchase quantities are specified; all requirements are for custom development and professional services.

Description

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 1305M226Q0154 is issued as a request for quotation (RFQ) for Continuously Operating Reference Stations (CORS) processing framework development.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
