DRAFT REQUEST FOR PROPOSAL RFP ANNOUNCEMENT. STRATEGIC PROCUREMENT FOR ENGINE EXCELLENCE AND DELIVERY SPEED MULTIPLE AWARD IDIQ. STATUS: All documents posted with this notice are in DRAFT status and are subject to change. The Government is not currently soliciting proposals. Participation is voluntary, and no reimbursement will be made for any costs associated with providing information. Requests for a formal solicitation will not receive a response. FOREIGN PARTICIPATION: There are no restrictions to foreign participation. PROGRAM OVERVIEW: This draft RFP is for the repair, overhaul, remanufacture, and new manufacture requirements of parts for the F100-PW-220/229 Pratt and Whitney engine. This effort supports both the US Air Force and Foreign Military Sales (FMS).The resulting Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract will supplement Tinker Air Force Base (TAFB) essential services and the manufacturing of the F100-PW-220/229 engine for the Oklahoma City Air Logistics Complex (OC-ALC).All related draft documents are located in the PIEE Solicitation Module, linked below. Vendors are highly encouraged to register in the Procurement Integrated Enterprise Environment (PIEE) Solicitation module, as this platform will be used for the official RFP. Document retrieval will only be available through the PIEE Solicitation module. ESTIMATED TIMELINE: Draft RFP Release: Active (Current Posting)Formal/Official RFP Release: Expected to release by the end of June 2026 via SAM.gov and the PIEE Solicitation Module. Pre-Proposal Conference: A 1-2 hour virtual conference is expected to occur between June 29, 2026, and July 10, 2026. Details will be posted with the RFP. Proposal Due Date: Approximately 30 days after the formal RFP release. (The exact date and time will be established in the formal solicitation).GUIDANCE ON INDUSTRY FEEDBACK. This draft RFP is issued primarily to communicate tentative requirements to industry for planning purposes. Because the formal RFP is scheduled for release shortly, the Government requests that industry hold all questions and feedback until the formal RFP is officially issued. Questions regarding this draft RFP will not receive a response. This will minimize version confusion and streamline the Q and A process. ADDITIONAL CONTRACT DETAILS. Contract Type: Anticipated Multiple Award IDIQ contracts awarded under RFO (Revolutionary FAR Overhaul) Part 15, utilizing both Firm-Fixed-Price (FFP) and Cost-Reimbursable (CR) line items. Clauses and Terms: Commercial/non-commercial, supply/service, and sole-source/competitive clauses and terms will apply as appropriate. Ordering Process: Task and delivery orders under the basic contracts will be issued in accordance with RFO 16.506 and 16.507.Ordering Period: Ten (10) years total, consisting of a five (5) year basic period and one five (5) year option period. Each individual order will specify its own period of performance. Award Basis: The Government intends to award a contract to all qualified sources in accordance with RFO 9.104.Scope Flexibility: While the current requirement is focused on F100 engine parts, additional engine platforms (such as the TF33) may be added to the scope in the future. Funding: No funding is currently available. Funding will be obligated on individual task/delivery orders. The minimum order guarantee for all awarded basic contracts will be satisfied by the post-award conference.
