The City of Norwalk is seeking qualified firms to provide construction management and inspection services for its Local Street Rehabilitation Program in Zones 5 and 6 (Project 7944). - Government Buyer: - City of Norwalk, Engineering Division of Public Services Department - Scope of Work: - Construction management and inspection services for street rehabilitation, including: - Pre-construction support - Construction management and inspection - Material testing - Labor compliance monitoring - Post-construction services - Project documentation, schedule management, payment verification, submittal and change order review, quality assurance, public notifications, and coordination with utilities and agencies - Products and Construction Activities: - Mobilization, demobilization, and cleanup - Traffic control and public notification - Construction surveying and monument preservation - Landscaping installation - Pavement treatments: cape seal, slurry seal, cold milling, asphalt overlays (ARHM-GG-C, HMA), aggregate base, subbase - Utility adjustments: manhole and valve frame/cover adjustments - Pavement striping and markings (per Caltrans standards) - Installation and relocation of traffic signs and posts - Painting of curbs and installation of pavement markers - Removal and reinstallation of traffic loops - Quantities: - Large-scale quantities for pavement treatments (e.g., over 190,000 sq. yd. cape seal in Zone 5, over 198,000 sq. yd. in Zone 6) - Significant quantities for cold milling, asphalt overlays, striping, and utility adjustments - Notable Requirements: - Compliance with labor laws, prevailing wages, and environmental regulations - Estimated construction cost: approximately $4.5 million - Contract duration: 70 working days with possible 15-day extension for Zone 6 - Professional services agreement term: three years with two optional one-year extensions - No specific OEMs or proprietary products required; work must comply with Caltrans and CAMUTCD standards - Emphasis on quality assurance, schedule management, and coordination with public and agencies
