The Surface Transportation Board (STB), an independent federal agency, is seeking public comment on its plan to extend approval for several ongoing regulatory information collections: - No products or commercial services are being procured; this is a regulatory notice, not a purchasing action - Key information collections include: - Summaries of agricultural contracts filed by railroads - Recordations of liens on rail equipment and water carrier vessels - Annual certifications of water carrier tariffs for freight transportation in noncontiguous domestic trade - No OEMs or commercial vendors are named or involved, as these requirements pertain to statutory filings by regulated railroads and water carriers - The STB is requesting feedback on the necessity, accuracy, and burden of these information collections, and suggestions for improvement or burden reduction - The collections are essential for the STB's regulatory oversight of the rail and water carrier industries - Estimated respondent numbers and burden hours are provided for each collection, but no procurement of goods or services is involved
Description
The Surface Transportation Board (STB) intends to seek approval from the Office of Management and Budget (OMB) for the extension without change of collections required by statute related to rail or water carrier equipment liens (recordations), water carrier tariffs, and rail agricultural contract summaries. These collections are necessary for the proper performance of the Board's functions and include filing summaries of agricultural contracts, recordations of liens on rail and water carrier equipment, and annual certifications of water carrier tariffs. Comments on this information collection are requested by August 11, 2026.
