Description
This proposed rule by the U.S. Department of Housing and Urban Development (HUD) aims to amend the definition of "manufactured home" in HUD's regulations, including the Manufactured Home Construction and Safety Standards (MHCSS), Model Manufactured Home Installation Standards (MMHIS), and Manufactured Home Installation Program (MHIP). The key change allows a transportable section of a manufactured home serving as part of an upper floor to not require transportation or construction on a permanent chassis. This change is intended to lower housing costs by reducing material and labor expenses associated with the permanent chassis requirement for upper floors of multistory manufactured homes. Comments on the proposed rule are due by August 11, 2026.
