The South Dakota Department of Transportation (SDDOT) is seeking consulting services to support its assumption of full NEPA (National Environmental Policy Act) responsibilities for transportation programs in South Dakota. - Government Buyer: - South Dakota Department of Transportation (SDDOT), Environmental Office - Scope of Services: - Consulting support for NEPA Assignment application and implementation - Preparation, facilitation, participation in, and documentation of monthly meetings with the Federal Highway Administration (FHWA) for at least 18 months - Development of responses to FHWA comments and resolution of outstanding issues - Review and revision of SDDOT's environmental processes and procedures - Development and writing of revised policy manuals to support NEPA Assignment - Creation of Quality Assurance/Quality Control (QA/QC) processes and training programs to meet 23 USC 327 requirements - Public involvement and agency/tribal coordination - Organizational capacity assessment and legal readiness recommendations - Integration of environmental processes into tracking systems - Requirements: - Firms must demonstrate experience with NEPA Assignment programs, FHWA NEPA requirements, environmental procedure development, QA/QC system development, public involvement, agency/tribal coordination, and organizational change management - Up to three firms will be selected based on Letters of Intent to submit full proposals; one contract will be awarded - No specific OEMs or product vendors are mentioned; opportunity is open to qualified consulting firms - Notable: Emphasis on experience with NEPA Assignment, environmental modernization, and FHWA coordination

The South Dakota Department of Transportation (SDDOT) seeks consulting services to support its assumption of full responsibility for compliance with NEPA and other Federal environmental laws related to transportation programs in South Dakota. The consultant will prepare, facilitate, participate in, and document meetings between FHWA and SDDOT, expected monthly for at least 18 months. The scope includes developing responses to FHWA comments, reviewing and revising environmental processes and manuals, and developing Quality Assurance/Quality Control processes and training programs to meet federal requirements. SDDOT requests Letters of Intent from firms with experience in NEPA Assignment and related environmental program modernization. Up to three firms will be selected to submit full proposals, with a contract awarded based on evaluation criteria.
