NASA Goddard Space Flight Center (GSFC) is seeking specialized satellite laser ranging (SLR) services to support its Space Geodesy Project. - Government Buyer: - NASA Goddard Space Flight Center (GSFC) - OEMs and Vendors: - University of Hawaii (sole source contractor) - NASA (manufacturer of TLRS-4 system) - Products/Services Requested: - Satellite laser ranging operations, maintenance, and calibration of the NASA Transportable Laser Ranging System (TLRS-4) at Haleakala Observatories - Support for planning, installation, training, and operation of new NASA geodetic stations (SLR and GNSS) as part of the NASA Space Geodesy Network (NSGN) - Data processing, quality control, and submission in ILRS standard formats - Unique/Notable Requirements: - Sole source justification due to the unique geographic location and uninterrupted laser tracking support at Haleakala - Five-year period for station implementation and operations - High accuracy and stability required to support the International Terrestrial Reference Frame - Local operation, equipment installation, and training for next-generation geodetic stations
Description
NASA/GSFC intends to issue a sole source contract to acquire the satellite laser ranging (SLR) services from the University of Hawaii. The contractor shall provide SLR operations, the maintenance and calibration of the NASA Transportable Laser Ranging System (TLRS-4), and support facility planning, installation and operation of the new NASA geodetic stations as part of the NASA Space Geodesy Network (NSGN). The remote geographic location provides an uninterrupted continuation of laser tracking support at the TLRS-4 facility at Haleakala, and is supported under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Nathan Freeman, nathan.a.freeman@nasa.gov not later than 12:00pm Eastern Standard Time on June 26, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
