Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(2) using other than full and open competition under the Revolutionary FAR Overhaul (RFO). This is a notice of intent to award a four-year firm fixed price purchase order and is not a request for competitive proposals. The statutory authority for this sole source procurement is FAR 6.302-1.

The Department of State intends to award a sole source purchase order to renew 2,000 software licenses that provide access to 1) Accurint LE, 2) LE Plus Accurint TraX and 3) ProMonitor to:

This notice of intent is not a request for competitive proposals. Prior to awarding the purchase order, State Department needs to determine if there is a reasonable chance of having two or more companies submit proposals to provide 1) Accurint LE, 2) LE Plus Accurint TraX and 3) ProMonitor or similar investigative web-based platforms for visa and passport fraud cases.

To make this determination, State Department requests all interested parties to provide the information below in their capability statement by 12:00 pm East Coast time June 24, 2026.

A single platform that instantly locates most critical persons of interest and alerts Diplomatic Security Service of new addresses, aliases, and identifiers using matching rules

Number 3:

A single platform that does the following: A national tower database with estimated coverage areas of over 3.2 million sectors in the United States.  Utilizes the Google Earth platform, and the incorporation of third-party geo-location mapping and forensic extract visualization within call detail record mapping.   Developed and maintains a scientifically based model of cellular mapping that meets Daubert Standards, Frye Standards and Rule 702 challenges for legal cases.  The ability to testify as experts either to its services and or investigative methods and processes of criminal cellular investigations.
