Employment and Social Development Canada (ESDC), through Shared Services Canada (SSC), is seeking a cloud-based, Commercial Off-The-Shelf (COTS) Project, Programme, and Portfolio Management (PPPM) SaaS solution to replace its legacy Project Management Information Solution (PMIS). - Government Buyer: - Employment and Social Development Canada (ESDC), supported by Shared Services Canada (SSC) - Products and Services Requested: - Cloud-based SaaS PPPM solution supporting 600 investments and up to 600 users, scalable for future growth - Software licensing/subscription for regular users, portfolio managers, and system administrators, with annual increases and additional license options - Implementation, configuration, and workflow setup services - Integration with enterprise systems, notably SAP S4HANA - Data migration, user acceptance testing (UAT), deployment, and post-go-live stabilization - Bilingual training materials, knowledge transfer, and ongoing maintenance/support (including accessibility and incident management) - Unique or Notable Requirements: - Solution must be vendor-supported, cloud-based, and COTS (not custom-built) - Must provide lifecycle governance, financial oversight, risk/benefits management, and portfolio reporting - Bilingual user interfaces and training materials (English and French) - Strict compliance with ICT accessibility standards (EN 301 549, WCAG 2.1 AA) - Robust security screening and supply chain integrity verification - Integration with SAP S4HANA and configurable workflows - Comprehensive audit logging and service reporting - No specific OEMs or vendors are named; the RFP is open to all qualified SaaS providers
