The USDA Forest Service, Sam Houston Ranger District, is seeking janitorial services for two facilities in New Waverly, Texas. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service - Sam Houston Ranger District, Sam Houston National Forest, CSA East 2 - OEMs and Vendors: - No specific OEMs or product manufacturers are mentioned; this is a service-based procurement. - Products/Services Requested: - Janitorial services for the Sam Houston Ranger District Office (8,000 sq ft) and the Sam Houston Fire Shop (approx. 1,200 sq ft) - Routine cleaning tasks: disinfecting restrooms, vacuuming, trash removal, surface cleaning, and periodic carpet shampooing and window cleaning - 8 monthly service visits for most tasks (every 3-5 days) - Annual services for window cleaning and carpet shampooing (performed in October) - Use of bio-based cleaning products where possible - Compliance with OSHA standards and strict quality control/performance standards - Government-furnished property includes cleaning tools and supplies - Unique or Notable Requirements: - Services must be performed during business hours (8:30 AM to 4:30 PM, Mon-Fri, excluding federal holidays) - Vacuuming restricted to 8:00-9:00 AM or 2:00-3:00 PM to minimize disruption - Contractor must notify the Contracting Officer's Representative (COR) two weeks prior to annual carpet shampooing - Small business set-aside, targeting economically disadvantaged women-owned small businesses (EDWOSB) - Evaluation based on Lowest Price Technically Acceptable (LPTA) with past performance considered - Compliance with DEI and PIV requirements

Description

-This will be a Firm-Fixed-Price Contract between the United States Forest Service and the prospective vendor

-Vendors will have an active System for Award Management (SAM) https://sam.gov account at the time of award and provide the   sam.gov Unique Identity Identifier (UEI) in their responses.

-Payment is only made via the Invoice Processing Platform (IPP) at: https://www.ipp.for.fiscal.treasury.gov

-Vendors responding to this solicitation shall submit their quote in accordance with Federal Acquisition Regulation (FAR), FAR 52.212-1. Pursuant to FAR 52.212-2, the criteria for evaluations are (1) Price (2) Performance Relevancy Questionaire (Exhibit A). The basis for award is the Lowest Price Technically Acceptable (LPTA)

-This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the most current version of the FAR and other applicable laws.
