This opportunity is for comprehensive grounds maintenance and tree trimming services across multiple U.S. Army Garrison Hawaii (USAG-HI) installations on Oahu. - Government Buyer: - U.S. Army, Department of Defense - U.S. Army Garrison Hawaii (USAG-HI), Directorate of Public Works (DPW), 413th Contracting Support Brigade (CSB), Regional Contracting Office Hawaii (RCO-HI) - Scope of Services: - Grounds maintenance: mowing, trimming, fertilizing, turf replacement, debris removal, and maintenance of improved, semi-improved, unimproved, and specialized areas - Tree and shrub care: pruning, spot pruning, removal (by type and diameter), stump and bush removal, and emergency tree removal - Irrigation system: operation, maintenance, repair, and supply of parts (sprinkler heads, timers, water piping, valves) - Herbicide application and weed control (certified personnel required) - Special event and VIP support services - Vegetation management at archaeological sites, including cultural resource awareness training and monitoring - Facility maintenance support for plumbing, electrical, HVAC, carpentry, lock, sign, roads & grounds, electronic equipment repair, and sheet metal shops - Key Quantities and Line Items: - 9,200 acres of improved/semi-improved area maintenance - 2,000 palm/coconut tree prunings, 300+ other tree prunings by diameter, 250+ tree removals by type/size, 250 stump removals, 200 bush removals - 360 sprinkler heads, 180 timers, 180 water piping, 180 water valves for irrigation repair - 12 months of irrigation maintenance and Makua grounds maintenance per year - Unique/Notable Requirements: - Contractor must provide all personnel, equipment, and materials; no government-furnished property - Compliance with federal, state, and local laws, security, and environmental standards - Cultural resource protection and training for work at archaeological sites - Emergency tree removal within two hours of notification - Annual and special event support as needed - OEMs and Vendors: - No specific OEMs or product brands are named; the procurement is service-focused - Set-Aside: - Competitive 8(a) small business set-aside - Period of Performance: - 12-month base year with four 12-month option years (total potential duration: 5 years)

Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number W912CN-26-R-A006 is issued as a Request for Proposal (RFP) for Ground Maintenance and Tree Trimming Services for the U.S. Army Garrison, Hawaii, located on the Island of Oahu. The contractor shall provide all personnel, equipment, supplies, and supervision necessary to perform grounds maintenance and tree trimming services as defined in the Performance Work Statement (PWS).
