USDA Forest Service Solicitation for Janitorial Services at Catahoula Ranger District, Kisatchie National Forest

The USDA Forest Service is seeking janitorial services for the Catahoula Ranger District's main office and work center in Bentley, Louisiana. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service, Catahoula Ranger District, CSA East 2 - Services Requested: - Janitorial cleaning for two locations: Catahoula District Office (approx. 4,277 sq ft) and Catahoula Work Center (approx. 3,600 sq ft) - Tasks include sweeping, mopping, vacuuming, restroom cleaning and restocking, kitchen cleaning, trash collection, porch sweeping, dusting, spot cleaning, window cleaning, disinfecting surfaces, de-scaling sinks and toilets, and annual floor waxing - Service frequencies: - General cleaning: 8 times per month per location - Trash container washing and window cleaning: 4 times per month per location - Floor maintenance (strip, buff, wax, seal): once annually in December per location - Unique Requirements: - Contractor must provide supervision, quality control, and comply with OSHA standards - Government will supply cleaning materials and equipment - Small business set-aside, specifically for economically disadvantaged women-owned small businesses (EDWOSB) - Award based on lowest price technically acceptable offer; technical capability and past performance required - Payment processed via Invoice Processing Platform (IPP) - Emergency plans and ongoing quality control required - No specific OEMs or commercial vendors are named; only janitorial service providers are sought - No product part numbers or equipment purchases; all services pertain to cleaning and maintenance

Description

-This will be a Firm-Fixed-Price Contract between the United States Forest Service and the prospective vendor

-Vendors will have an active System for Award Management (SAM) https://sam.gov account at the time of award and provide the   sam.gov Unique Identity Identifier (UEI) in their responses.

-Payment is only made via the Invoice Processing Platform (IPP) at: https://www.ipp.for.fiscal.treasury.gov

-Vendors responding to this solicitation shall submit their quote in accordance with Federal Acquisition Regulation (FAR), FAR 52.212-1. Pursuant to FAR 52.212-2, the criteria for evaluations are (1) Price (2) Performance Relevancy Questionaire (Exhibit A). The basis for award is the Lowest Price Technically Acceptable (LPTA)

-This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the most current version of the FAR and other applicable laws.

Period of Performance Dates:

07/01/2026 - 06/30/2027

Location: Two Service building locations:

Location 1: Catahoula District Office 5325 LA-8, Bentley, LA 71407. Location 2: Catahoula Work Center located at work center road.
