The Department of Veterans Affairs, VA Palo Alto Health Care System, is seeking a contractor to develop and implement Lockout/Tagout (LOTO) safety procedures and provide related training for medical facility equipment. - Government Buyer: - Department of Veterans Affairs - VA Palo Alto Health Care System - Scope of Work: - Develop up to 900 equipment-specific visual LOTO procedures for air handling units, boilers, chillers, electrical systems, and other facility equipment - Author, print, laminate, and install durable, UV-resistant LOTO procedures and energy source tags on equipment - Provide QR code accessibility for procedures - Supply a comprehensive project desk binder with equipment lists, lockout device recommendations, and procedures - Conduct annual LOTO program training sessions for administrators and users - Perform yearly site visits for program evaluation, updates (up to 25 new procedures per year), and written effectiveness reports - Compliance Requirements: - All procedures and training must comply with OSHA 29 CFR 1910.147, NFPA standards, and VHA directives - Notable Requirements: - Visual procedures must be affixed to equipment or provided in binders for outdoor/unprotected equipment - Energy source tags must be robust and mechanically attached at each isolation point - Ongoing support, record-keeping, and quality control are required throughout the contract period - No specific OEMs or vendors are named; the opportunity is open to qualified service providers with relevant expertise

No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541690 Other Scientific and Consulting Services, the small business size standard is $19 million, and has been verified as the correct NAICS code for the requirement, verified through the BLS website at https://www.bls.gov/cew/classifications/industry/industry-titles.htm The correct Product and Service Code (PSC) for the requirement is R428 Support Professional: Industrial Hygienics is verified in the April 2025 PSC Manual.

Brief Description VAPAHCS is requesting a Base Year plus three (3) Option Year Service Contract for Lockout / Tagout (LOTO) procedures and site training for all equipment to control the release of hazardous energy to meet both VHA Directive and governing NFPA codes and OSHA standards. Requesting labor, materials, equipment, supervision, administrative support required for the development of LOTO procedures for all equipment requiring LOTO procedures for approximately 900 pieces of equipment. See details in the attached Performance Work Statement (PWS). Period of Performance: 9/1/2026-8/31/2030 base year plus three option years. 5. GSA Contract Number.

6. Fill out the price estimate on the attached price schedule.
