Description
Description: The 375th Contracting Squadron at Scott Air Force Base, IL, is issuing this Request for Quotation (RFQ) for full-service maintenance, repair, and inspection of thirty-two (32) Vertical Transportation Equipment (VTE) units across the installation.
The contractor shall provide all personnel, equipment, specialized tools, materials, supervision, and non-personal services necessary to ensure continuous, safe, and reliable operation of the VTE. Performance must be executed in strict accordance with the attached Performance Work Statement (PWS) and stringent industry standards, specifically ASME A17.1 (Safety Code for Elevators and Escalators).
Key Requirements Include:
Monthly preventive maintenance and routine repair. Execution of all required safety tests (including annual and 5-year certifications). Strict emergency response times (24-hour routine, 2-hour on-duty emergency, 3-hour off-duty emergency). Maintenance of a minimum 98% overall VTE availability rate.
Contract Vehicle: The Government intends to award a single Requirements Contract with a five (5) year ordering period. Immediately following the award of the overarching contract, an initial Firm-Fixed-Price (FFP) Task Order will be issued covering a Base Year plus four (4) Option Years for routine VTE maintenance, repair, and inspections. Unforeseen "Over and Above" repairs and parts will be executed via separate, as-needed FFP Task Orders against the Requirements Contract.
Set-Aside: This acquisition is solicited as a 100% Total Small Business Set-Aside under NAICS code 238290 (Other Building Equipment Contractors), with a small business size standard of $22.0M.
Evaluation Methodology: Award will be made on a Best Value Tradeoff basis considering Technical Acceptability, Past Performance, and Price. The evaluation will be conducted sequentially: all quotes will first be evaluated for Technical acceptability on an Acceptable/Unacceptable basis. All technically acceptable offerors will then receive a full Past Performance evaluation. For the final tradeoff decision, Past Performance is considered significantly more important than Technical and Price combined.
Site Visit: A site visit will be held on 25 June 2026 at 9:00 AM CST. Due to processing times, vendors are encouraged to arrive at the Scott AFB Visitor Center early to ensure they receive their pass in time for the start. Please see the attached RFQ for registration instructions.
