Description

The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-26-R-2309 for the execution of post-delivery availabilities on four (4) Multi Mission Surface Combatants (MMSC) during a 14-month Post Delivery (PD) period for each ship.

To effectively and efficiently accomplish necessary industrial work, three availabilities are planned for each ship in the MMSC post-delivery schedule. At a minimum, this includes a Post Shakedown Availability (PSA) following MMSC transit from Marinette and prior to Post Delivery Test & Trials (PDT&T), an Industrial Post Delivery Availability (IPDA) following PDT&T, and a Continuous Maintenance Availability (CMAV) at the conclusion of the post-delivery period. Also, concurrent Planned Maintenance Availabilities (PMAVs) may be tasked to the shipyard during these scheduled industrial availabilities. These availabilities will be accomplished under the Post Delivery Execution Yard (PDEY) Contract. Cost Plus Award Fee (CPAF) or Cost-Plus Fixed Fee (CPFF) task orders will be issued to support Post Delivery work for MMSC 1-4. The PD Execution Yard Contractor responsibilities include:

Preparation and Management of PSA, IPDA, and CMAV Drydocking of MMSC during PSA Execution of PSA, IPDA, and CMAV as well as concurrent PMAVs Post Repair Trials (PRT) at the conclusion of PSA Emergent Work identified prior to or during the PSA Providing test, trials, readiness, and inspection support for the PSA

The Period of Performance of the contract is intended to cover the Post Delivery periods for all 4 MMSCs.

Submission Instructions: A draft solicitation is available and will be provided to those interested parties who request a copy via the instructions included in the “Solicitation Document Access” below. The government requests that all interested parties submit their request no later than 03 July 2026. Interested parties who consider themselves qualified to perform the herein described efforts are invited to submit all feedback to the draft solicitation be provided by 5pm EST on 17 July 2026. All responses under this Sources Sought Notice must be emailed to the procuring contracting officer (PCO) Brian Blaser (brian.w.blasser.civ@us.navy.mil) and the contract specialist (CS) Amber Wargo (amber.l.wargo.civ@us.navy.mil).

The government invites interested parties to review the draft RFP and submit any comments, recommendations, and questions using track changes and the comments features in Microsoft Word.

A final Request for Proposal (RFP) is anticipated to be released Q3 CY2026. The RFP release will be announced via SAM.gov and interested parties must comply with that announcement. Sam.gov is the single point of entry for posting of the synopsis and solicitations to the internet.
