Description
This Justification for an Exception to Fair Opportunity to extend Task Order 47QFCA21F0001 was issued in accordance with FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16). Task Order 47QFCA21F0001 provides scope to provide enterprise IT services for USACE including program management, IT infrastructure and shared services, general IT, cybersecurity services, engineering design, telecommunications services, emergency response, transformation, and surge/special projects capability and support
A fair opportunity to compete was provided under the original TOR 47QFCA20R0016 issued to all contractors under the Alliant 2 GSA GWAC. The justification for this extension to the RITS TO is based on a logical relationship to the competed TOR, as it continues the same scope of work and supports uninterrupted service until a resolution of the protest is reached and transitioned to the follow-on competitive CASTLE-NET award.. The sole source extension is limited to five-months to maintain continuity of services while allowing sufficient time for the resolution of the protest filed to GAO.
