DESCRIPTION On behalf of the Mountain Home VA Medical Center, Network Contracting Office (NCO) 9 is issuing this sources sought notice (SSN) as a means of conducting market research to identify parties having an interest in, and the resources to support, the following requirement:

Municipal Solid Waste Removal/disposal

The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562111.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for bids, proposals, or quotes; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred.

Provide services under a firm-fixed-price contract.

Based on the responses to this SSN/market research, this requirement may be set-aside for SDVOSBs, VOSBs, small businesses, procured through full and open competition, or sole sourced.

STATEMENT OF WORK

The contractor shall provide all personnel, labor, equipment, tools, materials, vehicles, supervision, applicable licenses and permits, and other items and services necessary to perform solid waste removal and disposal of trash from the VA Medical Center, 800 Zorn Avenue, Louisville, KY 40206. The contractor shall execute the standards with-in the contract as well as all local, state, and federal regulations. The contractor shall be responsible for all landfill fees, fuel, and rental charge for units, and generation fees. The contractor shall provide all personnel, labor, equipment, tools, materials, vehicles, supervision, applicable licenses and permits, and other items and services necessary to perform removal and disposal of municipal solid waste. The contractor shall provide the municipal solid waste removal services for a 42 cubic yard Government Owned compactor container located behind building (1) one loading dock between the hours of 3:00 am and 7:30 am EST. The contractor shall pick up municipal solid waste and dispose twice a week. Pick-ups shall be Monday and Thursday. Any schedule changes must have prior approval from the COR/CO. Pickups are only allowed Monday through Friday. There are no scheduled pickups for weekends and federal holidays. Any scheduled pickups that falls on a federal holiday will be rescheduled. Government-owned compactor container (42 cubic yards) is located behind Building 1 (one) loading dock. A second government-owned container will be stored and protected from damage on the contractor s property and used in rotation during retrieval of full containers. The second container will be brought and exchanged onsite during pickups to prevent facility being without waste receptable for more than 30 minutes. The second container is currently stored on Waste Management s property on Grade Lane in Louisville, KY. The approximate weight of the waste to be removed is 42 tons per month. The contract company will ensure cleanliness around dumpster after each pickup. The contractor may sub-contract one (1) pressure washing under and around the container annually between April and September to be scheduled with Contacting Office Representative (COR). Period of Performance: The Government anticipates awarding a Firm-Fixed Price Contract for a period of one (1) Base Year and four (4) Option Years consisting of one year each.
