Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation 6923G226Q000017 is issued as a Request for Quotation (RFQ) for the Renovation of the Women’s Locker Rooms at Tomb Memorial Field, United States Merchant Marine Academy (USMMA). The combined synopsis/solicitation will result in a firm-fixed-price (FFP) construction service contract.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. All responsible small business sources may submit a response which, if timely received, will be considered by the agency.

The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 for Commercial and Institutional Building Construction with dollar threshold below $45 Million. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside which applies to this solicitation).

The USMMA seeks a qualified and experienced contractor to perform renovations and repairs at the Tomb Memorial Field Women's Locker Rooms in accordance with the Statement of Work (SOW).

A Site-Visit is scheduled for 6/15/2026 at 10AM-EST at the Tomb Memorial Field’s Women Locker Rooms. The deadline for the receipt of questions is 6PM Eastern Standard Time (EST) on June 18th. All questions or comments shall be e-mailed to the contracting team: Amit Narine via NarineA@usmma.edu and Theodore.Nigro@dot.gov. Responses will be provided via a solicitation amendment.

Quotations are due by June 25, 2026 at 1PM-EST via e-mail to the contracting team. Quotations shall be prepared in accordance with Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services. Offerors are advised that they are responsible for all solicitation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA.

All quotes will be evaluated based on the Highest Technically rated with a fair and Reasonable Priced. The Government will evaluate all offers basis to determine if the offeror meets the requirements described in the SOW and past performance of similar size, scope and complexity.
