Notice of Intent to Sole Source for GEOTEK Ltd. Upgrade parts, installations and trainingIn accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to GEOTEK Ltd. to purchase the following parts for upgrade:1. Multi-Sensor Core Logger (MSCL) Acquisition PC (Windows 11) – 1 Qty.2. Additional magnetic susceptibility loop sensor for MSCL-S (MS2C) – 1 Qty.3. MSCL Electronics – 1 Qty.4. Pair of ARC P-wave Transducers for whole plastic-lined unconsolidated sediment cores – 1 Qty.5. Core Boats for Rock Core Logging PQ and HQ (1 each) – 2 Qty.6. Gamma Density Measurement System - Cs-137 Source for MSCL-S and MSCL-SXZ – 1 Qty.7. Gamma Density Measurement System (MKII) - Detector for MSCL-S and MSCL-SXZ – 1 Qty.8. Packaging & Shipping – 1 Qty.9. Installation and Training: Geotek will provide 1 installation engineer who will come to site for 3 working days 1 Qty.In order to assure satisfactory operation of the existing NETL owned GeoTek Multi-Sensor Core Logger-Standard (MSCL-S) system, the parts for upgrades must be obtained from GEOTEK Ltd. for compatibility and warranty purposes. In addition, these upgrades require integration with GEOTEK proprietary hardware and software. No other vendors have access to this proprietary technology or the source code required to interface new components with the legacy system. As such, this is considered a sole source to GEOTEK Ltd. because, to the best of the NETL’s knowledge, based on market research conducted GEOTEK Ltd. is the only known source that can provide these parts. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00PM ET on June 26, 2026. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
