Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Atlanta Federal Statistical Research Data Centers, for a seat at the Atlanta FSRDC to conduct analyses on restricted data from the National Survey of Children’s Health administered by the US Census Bureau. This project will result in generating estimates of childhood obesity that will be used to inform programs and for research publications. The cost includes entrance to the FSRDC for up to two researchers and all approval processes required. Reliable county-level childhood estimates of nutrition, physical activity, and obesity prevalence can aid public health officials in tailoring interventions to promote regular physical activity, better nutrition, and healthy weight more effectively and allocating limited resources more strategically. While existing data shows significant state level geographic variation in childhood obesity, nutrition, and physical activity, currently, no comprehensive surveillance system provides direct estimates of any of these for each U.S. county, making it challenging to address this pressing public health issue effectively. Traditional survey methods for obtaining nationwide county estimates are costly. Previously developed methods used multilevel modeling to estimate prevalence at the county level and lower. To generate these estimates, restricted data from the National Survey of Children’s Health administered by the US Census Bureau is required. Access to restricted data is only allowed after an approval process at a secure Federal Statistical Research Data Centers (FSRDC). The nearest FSRDC to CDC Atlanta is the Atlanta Research Data Center Research Department at the Federal Reserve Bank of Atlanta. Other data sources are not consistent with the published methodology for generating these estimates and do not offer the local identifiers or the large enough sample size required to generate the estimates.
This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 6.103-1 (SAP) ; under the authority of 41 U.S.C. 1901, as implemented in FAR subpart 12.102 ; The North American Industry Classification System code for this procurement is 541611 for Administrative Management and General Management Consulting Services. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
