10. Description: The U.S. Army Contracting Command-Redstone, Operations, Services, & Training Division, plans to obtain information to serve as market research to help identify potential sources that can provide a brand name purchase of two (2) Wind Tunnels that will be used by USATA Engineers and Technicians to provide OCONUS support to customers owning wind speed measuring devices (hot-wire anemometers). Industrial hygiene and chemical testing facilities are impacted by the increased turn-around time of sending their equipment to the APSL. The Wind Tunnels shall include the following specifications or equivalent (if not brand name):

Requirements:

The wind tunnel shall generate air speeds ranging from 1.5 to 50 m/s. Air speed measuring equipment shall be provided and shall have a total measurement uncertainty less than or equal to 0.75% of reading. The wind tunnel test chamber shall have cross sectional dimensions of 4 x 4 inch at minimum, and 12 x 12 inch at maximum. The wind tunnel shall produce turbulence intensity that is less than or equal to 1%. The wind tunnel shall have maximum dimensions of 10 x 3 x 6 feet LWH when assembled. The wind tunnel shall be able to fit through a standard 32-inch width door. The wind tunnel design shall be open circuit if a closed-circuit design is not available within budget. For designs greater than 45 kg, the wind tunnel shall be built on a frame with casters. The wind tunnel’s motor shall not exceed 90 dB when generating speeds of 50 m/s. The wind tunnel’s motor shall be powered on a 220V 16A single phase line.

Support and Accessories

The wind tunnel shall be shipped to TMDE Support Center (TSC) Kaiserslautern, Germany and TSC Camp Carroll, South Korea. Measuring equipment requires organic calibration support. Any calibration procedure/software required shall be provided. All software shall not require an annual subscription or online connection. If software does not have a transferable license, a computer shall be provided to operate it. Operating software shall be able to report standard and actual wind speed. It shall also be able to correct for different pressure and temperature conditions. Operating software shall be able to export data from test runs.
