The Department of the Interior's Bureau of Ocean Energy Management (BOEM) is seeking commercial services for a comprehensive two-year investigation of offshore sand, sediment, and critical mineral resources along the Southwest Florida Outer Continental Shelf. - Government Buyer: - U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM), BOEM-HQ - Contact: Jennifer Moreci - Scope of Work: - Geophysical and geological investigations covering 300 line-miles of offshore surveys - Collection and laboratory testing of 75 vibracore and/or rotary boring samples - Critical mineral analysis, data evaluation, and reporting - Project management, planning, and coordination - Digital data deliverables for integration into the Marine Minerals Information System - Products/Services Requested: - Complete sand, sediment, and critical mineral investigation (NSN: 7540-01-152-8067; CLIN 00010) - Project management and field coordination services - Geophysical surveys (seismic reflection, bathymetric, magnetometer, side scan sonar, sub-bottom profiler) - Core collection, laboratory testing (including miniature vane shear, sieve analysis, LPSA, carbonate content, and critical mineral analysis) - Data evaluation, mapping, and reporting - Unique/Notable Requirements: - Focus on both coastal resilience and identification of critical mineral resources - Work to be performed in federal waters offshore Sarasota, Charlotte, Lee, and Collier Counties, Florida - Contractor must provide all labor, vessels, equipment, materials, software, and services - Small business set-aside; Time-and-Materials contract with Not-to-Exceed ceiling - No specific OEMs or commercial vendors are named in the solicitation - No explicit product part numbers beyond the investigation NSN and CLIN

EO 14398 The purpose of this requirement is to support BOEM¿s identification of offshore sand, sediment, and potential critical mineral resources along the Outer Continental Shelf off Southwest Florida, including areas offshore Sarasota, Charlotte, Lee, and Collier Counties.
