Request for Information (RFI): Coca-Cola Beverage Products for Oahu

Introduction:

This Request for Information (RFI) is issued by the Defense Logistics Agency (DLA) Troop Support Indo-Pacific in accordance with FAR Part 10 – Market Research. The Government is conducting market research to identify responsible and capable sources interested in supplying a full line of Coca-Cola Beverage Products to Department of Defense (DoD) and authorized Non-DoD customers located on the Island of Oahu, Hawaii.

This RFI is for informational and planning purposes only and does not constitute a formal solicitation or guarantee of future procurement.

Background:

The Government anticipates a potential requirement for a long-term agreement to provide Coca-Cola Beverage Products to U.S. military installations and other authorized customers located on Oahu. The agreement will support continuous access to approved Coca-Cola beverage products for customers throughout the island.

The selected contractor may be responsible for:

• Sourcing, purchasing, storing, and distributing Coca-Cola Beverage Products.

• Maintaining product quality, timely delivery, and responsive customer service.

• Responding to customer requests for additional or substitute Coca-Cola items during the life of the contract.

• Maintaining all required federal, state, and local licenses and certifications.

Note: Vendors must currently operate as functioning commercial distributors. It is not acceptable for an offeror to operate solely as a third-party logistics (3PL) firm, i.e., one that subcontracts out warehousing, procurement, and delivery functions. Offerors affirm their role as direct distributors upon submission of capability statements.

Purpose of This RFI:

The Government is issuing this RFI to:

• Identify commercial distributors capable of supporting Coca-Cola Beverage Product requirements for locations throughout Oahu.

• Evaluate industry readiness to stage, store, and deliver products to customers located on the Island of Oahu.

• Assess warehousing, distribution, product quality, timeliness, and shelf-life assurance practices.

• Evaluate potential delivery strategies and help shape the future contract structure.

• Determine whether the contractor holds a valid Coca-Cola Exclusive Distributor License for the Oahu Area of Responsibility (AOR).

Important Notices:

• This RFI is for market research purposes only and does not guarantee a contract.

• Responses are voluntary and will not affect eligibility for future solicitations.

• The Government will not reimburse any costs incurred in responding to this RFI.
