Description
1. Background and Scope
FEMA Region 10, located at 130 228th St SW, Bothell, WA 98021, is seeking quotations from qualified vendors for annual inspection and testing services for Fire Life and Safety systems, including backflow testing and reporting. The initial inspection and report must be completed prior to June 23, 2026. Subsequent inspections will occur annually each April.
2. Period of Performance
Base Year: Date of award (anticipated June 2026) through June 2027 Option Year 1: April 2028 Option Year 2: April 2029
3. Set-Aside
This RFQ is set aside for small businesses. If no reasonable or acceptable quotations are received from small businesses, all offers will be considered.
4. Applicable Regulations
NAICS Code: 561621 – Security Systems Services (except Locksmiths) Offerors must be registered in SAM.gov for “All Awards” and have a SAM Unique Entity Identifier (UEI). Department of Labor Wage Determinations for King and Snohomish Counties, WA apply (see https://sam.gov).
5. Submission Instructions
Quotations must include the following:
Contractor’s experience with projects of similar scope and size Contractor’s qualifications to perform the required services SAM Unique Entity Identifier (UEI) and CAGE code (if applicable) Pricing for the base year and both option years Confirmation of ability to complete the initial inspection and testing by June 23, 2026

6. Evaluation Criteria

7. Statement of Work
The contractor shall provide:
Annual inspection and testing of Fire Life and Safety systems, including backflow testing and reporting, in accordance with the attached Statement of Objectives (SOO). Initial inspection and report prior to June 23, 2026. Annual inspections each April during the contract period. Repairs resulting from inspection and testing failures will be funded as necessary, not to exceed $25,000 per option year.
8. Compliance
The selected contractor must comply with all applicable federal, state, and local laws, rules, and regulations.
