Department of Veterans Affairs, RPO-East NCO 7 located at Wm. Jennings Bryan Dorn Department of Veterans Affair Medical Center in Columbia, South Carolina, anticipates the award of a Firm-Fixed Price Boiler Plant Light Fixture Replacement Contract (Service). This service will be acquired in accordance with FAR 12 Simplified Procedures. This requirement will be a TOTAL SDVOSB SET-ASIDE. The government anticipates awarding a contract for Boiler Plant Replacement. Statement of Work (SOW) information is attached for additional information. The applicable North American Industry Classification System Code (NAICS) for this procurement is 561210: Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Size Standards is $47 Million. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR QUOTE (RFQ). VENDORS SHOULD NOT SUBMIT FORMAL QUOTES UNTIL THE RFQ IS POSTED TO THE GENERAL PUBLIC. Horn at Joseph.Horn@va.gov STATEMENT OF WORK Boiler Plant Light Fixtures Replacement REQUIREMENT: This requirement is for a one-time service for the installation of light fixtures in the Boiler Plant, on behalf of the Columbia Healthcare System, WJB Dorn VA Medical Center located in Columbia, South Carolina. BACKGROUND: The WJB Dorn VA Medical Center (VAMC) is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina, and provides primary, secondary, and some tertiary care. PERIOD OF PERFORMANCE: Period of performance is based upon award date and shall not exceed two (2) months. Work shall be performed during the hours of 7:30 a.m. through 4:00 p.m., Monday through Friday, excluding weekends and all federally observed holidays. At this time, no overtime is authorized. Federal Holidays New Year’s Day: January 1st Martin Luther King’s Birthday: 3rd Monday in January President’s Day: 3rd Monday in February Memorial Day: Last Monday in May Juneteenth: June 19th Independence Day: July 4th Labor Day: 1st Monday in September Columbus Day: 2nd Monday in October Veteran’s Day: November 11th Thanksgiving Day: 4th Thursday in November Christmas Day: December 25 PLACE OF PERFORMANCE: WJB Dorn VA Medical Center 6439 Garners Ferry Road Columbia, SC 29209 PERFORMANCE REQUIREMENTS: A Contracting Officer Representative (COR) and/or Alternate Contracting Officer Representative (ACOR) shall be assigned to this procurement, with written notification provided to the Contractor after award. Scheduling of work shall be arranged through the designated COR/ACOR. The Contractor shall provide a one-time service to install light fixtures in the Boiler Plant, Building 21 (B.21). All labor, travel, equipment, supplies, and materials required shall be furnished by the Contractor. Existing Light Fixture Removal: Eight (8) ceiling lights, approximately 30 feet high, suspended from brackets, accessible with a lift. Seven (7) ceiling light fixtures, approximately 10 feet high, suspended from brackets, accessible with a ladder. Fixtures will be removed from brackets and disposed of by the Contractor. See Attachment A for images. New Light Fixtures: Provide 16 new fixtures matching Duralumens EXPL Series lights; EXPL-120W-50K hazardous location flood/high bay lights with the following specifications: Electrical: 120-277V, 120W, 60 Hz, 6.9A, Power Factor >0.90, THD 20%, Efficacy 130LPW, UL 844 certified. Mechanical: UL E503444 Class I, Division 2, Groups A-D, aluminum housing, tempered glass lens, gray finish, threaded KO, operating temperature -40°F to 176°F, IP66 rated, 7-year warranty. Lighting: LED, 15600LM, 5000K, CRI 84, rated life 70,000 hours, beam angle 100°. Install fixtures on existing brackets, run electrical wiring, and mount brackets comparable to existing ones. Use government-provided lift if available. Ensure area is blocked off during work to prevent personnel disruption. Check-in Requirements: Contractor and personnel shall check in/out with Engineering in Building 21 before and after services. Safety Requirements: Tools and equipment must be secured and stored properly during breaks and at day’s end. All debris must be removed daily. The campus is smoke-free. Training Requirements: 30-Hour OSHA Construction Training for Project Manager. Site Visitation: Highly encouraged; date/time to be determined.
