Description
Project Description: This requirement is for the construction services required to complete playground upgrades for the CDC at Tobyhanna Army Depot (TYAD). Specific work includes supply and installation of a new climbing structure for ages 0-5 (including site preparation, layout verification, equipment assembly, and secure anchoring of the structure) and the expanding of existing swing set fall zones for ages 6-10. The construction services necessary to complete this include providing all licenses, permits, labor, materials, equipment, and supervision.
Magnitude of Construction Project: Pursuant to FAR 36.204, the estimated magnitude of construction is: Between $75,000.00 to $150,000.00.
DBA Wage Determination: General Decision Number PA20260018, Modification #3, Dated 1/30/2026, is currently applicable and provided as Exhibit 5.
Alternative Payment Protection: IAW FAR 28.102-1, Offerors are to note that the awardee shall submit to the Government, within ten (10) days of award, one (1) of the following payment protections:
A Payment Bond; or An Irrevocable Letter of Credit
Site Visit Information: One scheduled (1) site visit will be held on Wednesday, 17 June, at 1:00 PM EST. Attendees are encouraged to arrive 15 minutes early to ensure timely processing. Visitors may be required to present a valid Government issued photo I.D.(REAL ID is required) to gain access to the base (vehicle registration and insurance may also be required). Information provided at each site visit, as well as answers to any general questions, shall not affect the terms and conditions of the RFP and/or specifications. Questions and Answers: All questions must be submitted in writing to the Contracting Officer, Mark Buonomo, via e-mail only, at mark.buonomo2.civ@army.mil. Offerors are instructed NOT to contact any other Government personnel, as this may result in delay of answers. Questions must be received no later Wednesday, 18 June, at 2:00PM EST (questions may not be considered after this date). All questions and answers will be provided as an updated Exhibit 6, on a non-attribution basis, and will be incorporated into any resultant contract.
Commencement, Prosecution, and Completion of Work (FAR Clause 52.211-10)
The Contractor shall be required to (a) commence work under this contract within 10 days after the date the Contractor receives the notice to proceed (NTP) (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than90 days after receipt of the NTP. The time stated for completion shall include final cleanup of the premises.
