REQUEST FOR INFORMATION (RFI) Commercial Solutions Opportunities Army Commercial Test & Integration Solutions (ACTIS) for Capabilities Program Executive Simulation, Training, Test & Threat (CPE STE3) ISSUED BY: The Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Orlando (ACC-O) Instrumentation Management Office (IMO) June 11, 2026 1.0 Disclaimer NOTICE TO RESPONDENTS This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). The Government will not reimburse respondents for any costs associated with preparing or submitting a response. Any information provided is strictly voluntary. 2.0 Background & Objective The U.S. Army is conducting market research to identify commercial entities capable of providing a broad range of technologies and services to modernize its test and evaluation (T&E) enterprise. The Government requires the ability to rapidly procure and integrate commercial solutions to keep pace with technology and enhance the capabilities of its test and evaluation infrastructure. The Government is contemplating a new commercial contract vehicle, tentatively titled “ACTIS,” intended to exist alongside other acquisition portfolios. This vehicle will utilize commercial processes to acquire products and services pursuant to Federal Acquisition Regulation (FAR) Part 12. The objective of this RFI is to determine if the required capabilities, solutions, technologies, or services exist in the market that may meet the current and future needs of the government. 3.0 Scope of Requirements The Government is seeking commercial solutions across four core functional areas. Respondents should review these requirements to assess alignment with standard commercial offerings. 3.1 Enterprise Test Infrastructure Procurement, integration, and modernization of commercial test infrastructure, including but not limited to: Networking: Commercial networking hardware, software, and services for range communication and test network modernization. Sensors & Data Collection: Commercial Off the Shelf (COTS) sensors, data acquisition systems, and instrumentation for robotics, autonomous systems, and general test data collection. Test Environments: Procurement and installation of commercial industrial test equipment, such as environmental chambers, simulators, and other physical test environments, including minor facility modifications required for integration. 3.2 Commercial Technology Integration & Sustainment Full lifecycle support for commercial systems, including: Integration Services: Integrating COTS hardware and software into new or existing government systems using open architecture principles. Sustainment & Logistics: Providing commercial logistics, Operations & Maintenance, software patching, calibration, and continuous sustainment for fielded commercial systems. Technology Refresh: Market research and analysis to identify and insert new commercial technologies to upgrade or replace aging systems. 3.3 Commercial Engineering & Technical Services Application of standard industry practices to support test capabilities, including: Systems Engineering: Commercial systems engineering, requirements analysis, and design for the integration of commercial products. Instructional Systems: Development of training programs, user manuals, and technical documentation for commercial systems. Test Support: Providing commercial test engineering services and automated testing support for COTS systems. 3.4 Agile Execution & Program Support The ability to generate comprehensive, Firm-Fixed-Price (FFP) proposals for complex integration tasks within compressed timelines (frequently less than seven (7) calendar days). Utilization of commercial best practices for program management, quality assurance, and risk management. o. Respondents may address other applications that meet commercial standards not listed here IF they believe that they are in-line with current Army Mission Requirements. This includes offeror’s projecting commercial state-of-the solutions that are also mission aligned and on the breakthrough of commercial offerings 4.0 Requested Information To support the Government’s market research and commerciality justification, interested vendors are requested to address the following areas in their submission: A. Commerciality & Market Practices Are the commercial products or commercial services described in Section 3.0 of a type customarily used by the general public or by non-governmental entities for other than governmental purposes, and have they been sold, leased, licensed, or offered for sale, lease, or license to the general public? Are the proposed services "of a type" offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved, and under standard commercial terms and conditions? If the solution includes commercial products (hardware or software), do they require only "minor modifications" of a type not customarily available in the commercial marketplace to meet Federal Government requirements? C. Operational Agility Is a proposal turnaround of less than seven (7) calendar days a standard commercial practice for your organization? What internal processes or structures enable you to meet this rapid turnaround for complex technical proposals? D. Corporate Capabilities & Scope Coverage Full-Scope Fulfillment: Provide a Capability Matrix or summary identifying your company’s ability to fulfill one or all. listed in Section 3.1 through 3.4. If your company does not currently perform a specific sub-task, describe how you would leverage commercial teaming or subcontracting arrangements to ensure 100% scope coverage. Prime Experience: Provide a brief overview of your company’s ability to prime a single-award IDIQ of this nature, including experience managing diverse commercial portfolios and multiple concurrent task/delivery orders. 5.0 Submission Instructions Please adhere to the following guidelines when preparing and submitting your response: Submission Parameter Requirement Details Page Limit Responses shall not exceed eight (8) pages. Please indicate in your response which of these pools your firm intends to qualify for, and whether your firm would bid as a Prime in one or both pools.
