This notice announces the USDA Forest Service's intent to issue a competitive BPA Call Order for Forest Inventory Analysis (FIA) field plot collection in North Dakota and South Dakota. - Opportunity is restricted to pre-qualified companies on the existing FIA BPA for the USFS Northern Research Station - Scope includes collection of data on multiple FIA plot types (P2, P2R1R2, P2+, P2+R1R2, P2+ Soils, P2+SoilsR1R2, URBAN, P2/URBAN, P2+/URBAN, P2+Soils/URBAN, and P1 QAQC verification plots) - Work must follow manual version 9.5, with a possible update to the Field Guide in the option year - No specific OEMs, vendors, or product part numbers are named; this is a service-based requirement - Period of performance is two years (base year plus one option year), covering the 2027-2028 field seasons - Only companies already on the BPA are eligible to compete - No equipment or product procurement is involved—this is for field data collection services only

Description

The USDA Forest Service (FS), Procurement & Property Services (PPS) is issuing this notice as a means of complying with USDA Acquisition Regulation (AGAR), SUBPART 412.201-1, requiring that all calls above $20,000 be posted to the Government Point of Entry (GPE). 

The USDA FS intends on awarding a competitive BPA Call Order against the Forest Inventory Analysis (FIA) Blanket Purchase Agreement (BPA) CALL 56 North Dakota and South Dakota.

This Call covers: FIA field plot collection work in North Dakota and South Dakota. It will cover all plot types and will use manual version 9.5.  An updated Field Guide may be in place for the option year. Plot types included: P2, P2R1R2, P2+, P2+R1R2, P2+ Soils, P2+SoilsR1R2, URBAN, P2/URBAN P2+/URBAN, P2+Soils/URBAN, and P1 QAQC verification plots. The plot collection work is for two years and includes work for 2027-2028 field season/s.  The first year of this call is called the base year.  Each additional year is called an option year.

Forest Inventory Analysis (FIA) Blanket Purchase Agreement (BPA) is a BPA that consists of a "Suite" of pre-qualified contractors who are called upon to collects, analyzes, and reports information on the status and trends of forests in the Northeast and Midwest.

This is not a solicitation.  This notification of intent to award a BPA Call order does not constitute a request for proposals or submission of any information in response to this notification.

This procurement is restricted to those approved companies eligible for call orders under the Forest Inventory Analysis (FIA) Blanket Purchase Agreement (BPA) for USFS. 

The Call Order shall be issued via email to those companies listed on the BPA.

The Call Order shall be issued via email to those companies listed on the BPA.
