Description
This is a pre-solicitation notice only. The solicitation is not available as of this date. The Embassy of the United States in Ankara, Türkiye, intends to post the solicitation on SAM.gov when it is available. This notice does not constitute a request for quotations and does not obligate the Government to issue a solicitation or award a contract.
The U.S. Embassy in Ankara has a requirement for three (3) each brand-new, unused, model year 2026 or newer C-segment compact sport utility vehicles (SUVs). The requirement is for vehicles meeting the Government's salient characteristics, not for a brand-name-only or make/model-restricted acquisition. The vehicles shall be left-hand drive (LHD), automatic transmission, five-passenger seating capacity, and equipped with a gasoline or gasoline-hybrid powertrain meeting Euro 6 or later/equivalent emissions standards accepted for registration in Türkiye.
The vehicles shall be built or homologated for lawful registration, operation, and use in Türkiye. Warranty coverage, authorized after-sales service, and original equipment manufacturer (OEM) parts support shall be available in Türkiye through authorized dealers or service providers for warranty coverage, maintenance, and repairs.
The Government anticipates issuing a Request for Quotations (RFQ) for commercial products using FAR Part 12 in conjunction with FAR Part 13 procedures. No quotation shall be submitted in response to this notice.
All responsible sources may submit a quotation in response to the RFQ when it is issued; all timely quotations received in accordance with the RFQ will be considered by the Government. The RFQ will state the quotation due date, delivery schedule, evaluation factors, and all terms and conditions.
The Government anticipates award of a firm-fixed-price purchase order/contract to the responsible quoter whose quotation conforms to the RFQ and is lowest priced technically acceptable. The Government may make award based on initial quotations without requesting quotation revisions.
A pre-quotation conference is not planned for this solicitation.
Consistent with Acquisition Alert 25-40, FAR Part 4 class deviation, this procurement is conducted by a Contracting Officer located outside the United States and its outlying areas in support of diplomatic operations. The Government will require SAM.gov registration whenever practicable. If the Contracting Officer determines that requiring SAM.gov registration is impracticable for this overseas procurement, SAM.gov registration will not be mandatory for award. In that event, the RFQ will include FAR deviation provision 52.204-90, Offeror Identification; applicable provisions listed in paragraph (c)(1) of the provision at 52.204-7 based on their prescriptions; and FAR deviation clause 52.204-91, Contractor Identification.
