Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division – Kansas City office intends to award, on a sole source basis, under the authority of FAR 6.103- 1, with AirGas USA LLC a purchase order for the AirGas Stainless Steel Enclosure with required custom components for the National Logistics Support Center in Grandview, MO.

The Government has utilized the authority under the RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to award a purchase order to AirGas USA LLC. The sole source determination is based on obtaining the gas regulator boxes with custom add-ins for the Upper Air Program that will allow one fully assembled regulator box enclosure to be kept ready for immediate deployment to the field as needed. When components fail in the field, the affected site would requisition a fully operational replacement box from NLSC, while the defective box would be shipped to NRC for repair. This method also provides a more efficient approach to addressing component failures, as it eliminates the need for site personnel to spend time extracting failed parts from the regulator box and attempting to source suitable replacement components. This will minimize downtime of sites while waiting for a fully functional Gas Regulator Box to be shipped instead of shipping the enclosure back to NSLC, have NLSC repair it and then ship it back to the site.

The award will be made directly to AirGas USA LLC and there no other authorized partners or resellers who can provide the AirGas enclosures with required custom components.
