Description

The U.S. Nuclear Regulatory Commission (NRC) is issuing new Regulatory Guide (RG) 1.261, which describes an approach acceptable for using a technology-inclusive risk-informed change evaluation process for changes to a facility described in final safety analysis reports. This guide endorses the methodology described in Nuclear Energy Institute (NEI) 22-05, Revision 0, issued January 2024. The guide addresses regulatory frameworks for plants licensed using probabilistic risk assessments and provides guidance on departures from some regulations such as 10 CFR 50.59. The guide is available as of June 11, 2026.
