This opportunity is for vendors to serve as the Fiscal and Technical Administrator for Indiana’s State Employees’ Community Campaign (SECC), an annual workplace giving program. - Government Buyer: - Indiana Department of Administration (IDOA), on behalf of Indiana State Personnel Department (INSPD Communications Division) - Scope of Services: - Manage fiscal administration, including secure processing and quarterly distribution of donations to over 1,500 nonprofits - Operate and maintain the SECC online giving platform, supporting payroll deduction integration, donor self-service, and coordinator reporting - Provide customer support to donors, charities, and agency coordinators - Support campaign activities such as event-based donation processing, charity eligibility verification, data protection, and reporting - Campaign Details: - Targets $1.5 million in donations and 25% participation among 30,000+ state employees - MWBE Requirements: - Subcontracting goals: 8% Minority, 11% Women, 3% Indiana Veteran Owned Small Business - Subcontractors must be certified on the State of Indiana M/W/IVOSB list - Vendors must submit MWBE Subcontractor Commitment Forms detailing scope, deliverables, and UNSPSC codes - Artificial Intelligence (AI) Disclosure: - Vendors must disclose any current or planned AI usage in their solutions and provide options to enable/disable AI functionality - Contract Structure: - Initial term of 1 year, with up to 4 one-year renewal options (potential total of 5 years) - No specific OEMs or technology vendors are named in the solicitation
