Defence Construction Canada (DCC), Ontario Region, is establishing an Open Construction Source List (OCSL) for Canadian Forces Base (CFB) Borden and its satellite sites (Meaford, Owen Sound, Barrie): - The OCSL will be used to solicit bids for construction services on projects valued at $10 million or less - Project types include commercial, residential, industrial, institutional, and civil construction - No specific Original Equipment Manufacturers (OEMs) or vendors are named, as this is a general source list for construction services - Contractors must request to be added to the OCSL via the MERX platform and maintain an active MERX account - DCC may require additional pre-qualification and reserves the right to verify contractor interest - Opportunities may be set aside for Indigenous businesses, with requirements for registration in ISC’s Indigenous Business Directory and possible subcontracting obligations - Contracts may require security clearances at the SECRET level and will include performance standards - The OCSL will remain open for three fiscal years, allowing contractors to apply throughout this period - Applications must demonstrate compliance with all requirements, and DCC may request clarifications or additional information

Defence Construction Canada (DCC) invites contractors and suppliers to join an Open Construction Source List (OCSL) for work at CFB Borden and satellite sites including Meaford, Owen Sound, and Barrie for a period of three fiscal years from April 1, 2026, to March 31, 2029. The OCSL is used to tender construction services including commercial, residential, industrial, institutional, and civil projects valued at $10 million or less. Contractors must request to be added via MERX and have an active MERX account to submit bids. DCC reserves rights to verify contractor interest, require pre-qualification, and set aside opportunities for Indigenous businesses. Contracts include performance standards and may require security clearances at SECRET level.
