Description
The Department of National Defence (DND) is investing in infrastructure developments for NORAD modernization and continental defense at the Deployed Operating Base (DOB) Goose Bay, Newfoundland and Labrador. The project includes airfield improvements, hangars, ammunition and fuel facilities, accommodations, warehousing, multi-purpose facilities, and robust IT, cyber, and logistics infrastructure. The delivery method is a Modified Design Build (MDB) contract with an estimated total value exceeding $5 billion. The project phases include requirements validation, design, and construction, projected to be procured in Fall 2026, subject to approval. Design-Builders must hold or obtain a Facility Security Clearance at the SECRET level prior to contract award, and proponents are required to develop an Indigenous Benefits Plan outlining initiatives for Indigenous participation, subcontracting, employment, and training.
