Sole Source Procurement of D2 Tool Steel ESR Bars for Currency Printing

This notice announces the Department of the Treasury's intent to award a sole source contract for D2 Tool Steel Electro Slag Remelt (ESR) Bars: - Agency: Department of the Treasury, Bureau of Engraving and Printing (BEP), Office of Engraving - Sole source vendor: Redding Steel, LLC - Product: D2 Tool Steel ESR Bars, used as raw material for Surface Pieces in U.S. currency printing - Bars must meet strict technical specifications: AISI D2 Air Hardening Tool Steel, 58-60 HRC hardness, 0.8-1.6 micrometer RA surface roughness, and precise dimensions/tolerances - Each delivery must include a Certificate of Conformance (chemical composition, hardness, steel grade, batch number) - Bars must be suitable for EDM wire cutting and die sinking - One-year warranty required for defects and replacements - Contract type: Firm Fixed Price, five-year Blanket Purchase Agreement (BPA) with annual ordering periods - Deliveries: To BEP Washington, D.C. facility throughout the contract - Redding Steel, LLC is the only approved source; no competition at this time, but capability statements may be submitted for future consideration - No specific quantities or part numbers provided in the notice - Compliance with detailed technical and quality requirements is mandatory

Description

The Department of Treasury, Treasury Common Services Center (TCSC)-Acquisition Services intends to award a sole source Firm Fixed Price (FFP) contract on behalf of the Office of Engraving. The contract will procure  D2 Tool Steel Electro Slag Remelt (ESR) Bars a vital raw material used for production of Surface Pieces, which are then used for printing United States (U.S.) currency at the BEP Washington, D.C. and Fort Worth, T.X. facilities.  

Redding Steel, LLC is the only tested and approved source capable of manufacturing D2 Tool Steel ESR bars that meet the specifications in Attachment A (Appendix A-Drawing D2 Steel Tool Bars Dimensions & Tolerances). Therefore, the Government intends to award a sole source contract to Redding Steel in accordance with FAR subpart 13.5.

This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any cost associated with the preparation and submission of data or information, or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.
