NASA's Shared Services Center at Stennis Space Center is seeking information from vendors for the future procurement of a Medium Voltage (MV) Powerhouse to support the Liquid Nitrogen Air Separation Unit's electrical infrastructure. - This is a Sources Sought notice for planning purposes; NASA is gathering information on capable vendors and commercial solutions. - The requirement is for a factory-fabricated, transportable steel structure housing MV and LV electrical distribution, HVAC, grounding, lighting, and ancillary systems. - Key equipment includes: - 45 kVA LV dry-type transformer - 5 kV MVA switchgear with multiple vacuum breakers - DC load center with battery rack (100AH VRLA batteries, 120 VDC output) - Two Bard 4-ton exterior wall-mounted air conditioners (Bard W36AF-C06BPXXXJ or equivalent) - Eaton distribution panels (480/277V and 120/208V) - 14 interior 4-ft LED lighting fixtures and exterior wall-pack LED fixtures - The powerhouse must be UL listed, comply with Buy America and structural codes, and be delivered by April 16, 2027. - Vendors must provide company profiles, technical specs, confirmation of commercial product status, recommended NAICS code, project duration, and quote validity period. - Project management services, including documentation, calculations, and Factory Acceptance Test (FAT) participation, are required. - No specific OEMs are mandated, but Bard and Eaton are referenced as examples for HVAC and electrical panels. - The opportunity is open to all interested parties, including small businesses.
Description
1. Introduction and Purpose
The National Aeronautics and Space Administration (NASA)/ NASA Shared Service Center (NSSC) is hereby soliciting information from potential sources for one (1) Medium Voltage (MV) Powerhouse. This is a Sources Sought only. NASA is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals.
2. Draft Technical Specifications
Interested firms must demonstrate the capability to meet or exceed the following draft documents:
Attachment 01 – Draft MEDIUM VOLTAGE POWER HOUSE STATEMEMENT OF WORK Attachment 02 - Draft MV PWRHS Concept Attachment 03 - Draft SPECIFICATION – MV Powerhouse
3. Submission Requirements
Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Please include:
Company Profile and UEI Number Socioeconomic Status (e.g., 8(a), WOSB, SD-VOSB, HUBZone) Product literature and technical specifications Confirmation of product as a 'Commercial Product' per FAR 2.101 Ability to offer a 24- month warranty What NAICS code do you recommend for this requirement (ie. 238210)? What is your average project duration (from contract award to final delivery, and installation)? Please indicate the estimated amount of time your company would require to prepare a complete and accurate quote for this requirement. Please indicate your company’s standard validity period for maintaining submitted quotes?
