USAF Solicitation for Fully Furnished Student Lodging (Up to 130 Students) at Nellis AFB

The U.S. Air Force, through the 6th Combat Training Squadron and 99th Contracting Squadron at Nellis AFB, is seeking proposals from small businesses to provide fully furnished apartment-style lodging for up to 130 students attending the Tactical Air Control Party (TACP) Formal Training Unit (FTU) and Initial Qualification Course (IQC). - Government Buyer: - U.S. Air Force, 6th Combat Training Squadron, 99th Contracting Squadron, Nellis AFB, NV - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the opportunity is open to qualified small business lessors of residential buildings and dwellings - Products/Services Requested: - Fully furnished 2- or 3-bedroom apartment-style accommodations for up to 130 students - Includes utilities, furnishings, Wi-Fi, kitchen appliances, and amenities - 24/7 maintenance and service support required - Emergency and non-emergency repair response standards must be met - No food service required - Lodging must be within 20 miles of Nellis AFB - Annual contract line items for each year of the five-year period - Preference for all students to be housed in a single complex, but splitting between up to four complexes is permitted if necessary - Unique/Notable Requirements: - Strict health, safety, and maintenance standards - Quality control and 24/7 support are mandatory - Staged capacity increase: initial requirement for 6 students, scaling up to 130 students by the second year - Set aside for small businesses under NAICS 531110 (Lessors of Residential Buildings and Dwellings) - Firm fixed price contract structure - Offerors must submit a completed price list as specified in the solicitation attachments

Description

This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable.  The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable.

1. The solicitation number is FA486126R0009.  This solicitation is issued as a Request for Proposal (RFP).  A single Firm Fixed Price (FFP) type contract will be awarded in the best interest of the government. 

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026.

3. This combined pre-solicitation/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 531110 (Lessors of Residential Buildings and Dwellings), Small Business Size Standard $34 Million.

4. DESCRIPTION OF SERVICES: The Contractor shall provide furnished lodging for 6 CTS students attending the TACP FTU/Initial Qualification Course (IQC) training pipeline typically lasting one year. All accommodation in a single temporary living complex is desired but may be split between no more than four complexes if required.

5. Offerors shall provide a completed Price List (see “Attachment 2 – Price List”).

6. Period of Performance:  20 September 2026 – 19 September 2031.

7. Place of Performance:  Nellis AFB, NV

8. Inspection and Acceptance: FOB Destination
