This opportunity is for professional Spanish-to-English human translation and related linguistic support services for the U.S. Section, International Boundary and Water Commission (USIBWC) at its El Paso headquarters. - Government Buyer: - U.S. Section, International Boundary and Water Commission (USIBWC), Foreign Affairs Office - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the procurement is restricted to SBA Certified Women-Owned Small Businesses (WOSB) - Products/Services Requested: - Human translation services (Spanish-to-English, occasional English-to-Spanish) - Estimated 32,200 words per month - Includes complex technical, legal, engineering, and scientific documents - Up to 30 hours per week of effort - Document formatting and preparation to match original layouts (MS Word, PowerPoint, etc.) - Document tracking and records management (Excel logs, OneDrive/SharePoint, email distribution) - Translation memory and machine translation maintenance (use of MemoQ and GovCraft plugin, human review, troubleshooting) - Participation in weekly and quarterly coordination meetings - Unique or Notable Requirements: - Contractor must provide no more than two qualified translators with documented experience and background investigations - Translators must have prior federal or comparable technical translation experience - Strict performance standards for timeliness, accuracy, and formatting - Work is performed remotely, but availability during U.S. business hours is required - Security clearance and specialized training required - Offerors must submit a technical narrative, past performance documentation (at least three references), and comply with the electronic Invoice Processing Platform (IPP) - This is a new contract with no incumbent

Description

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued separately.

The solicitation number is FY26r1062052. This solicitation is issued as a request for quote (RFQ) for Translation Service at the El Paso, HQ.

This is a 100% SBA Certified Women-Owned Small Business (WOSB) Program (FAR 19.15) Only.

The associated North American Industry Classification System (NAICS) code is 541930 – Translation and Interpretation Services. Product of Service Code for this requirement is R608 –Support-Administrative: Translation and Interpreting. The Small Business Administration (SBA) size standard for this sector is $22.5 Million.

Only offers from SBA Certified Women-Owned Small Business (WOSB) Program will be considered for this solicitation.

Services shall be quoted ALL or NONE as per CLIN structure attached and returned with your quote via e-mail directly to my attention at angelica.baca@ibwc.gov

Quotes shall be good for 90 Days.

Description: The International Boundary and Water Commission, United States Section (IBWC) requires Human Translation Services for El Paso HQ, Base Year + One Option Year as per CLIN Structure attached.

Evaluation of Offer – The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.

The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.

Technical Approach - Quote must demonstrate the technical approach by providing a narrative addressing all the items in the scope. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule.

Past Performance – Quotes shall demonstrate successful past performance of at least 3 three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project.

Offerors shall meet or exceed and specifications and scope of work of items being quoted.

Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.

FAR Clause 52.232-18 Availability of Funds - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

INVOICE PROCESSING PLATFORM

The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

Information concerning accessing the IPP system will be provided at time of award.
