Market Research Synopsis The Norfolk Naval Shipyard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the purchase, delivery, installation, and turnover of six (6) double-wide Temporary Production Facilities (TPFs) at Norfolk Naval Shipyard, Portsmouth, Virginia. The facilities shall consist of: Six (6) 24-foot x 40-foot Type A configuration double-wide modular units Stackable, non-combustible construction with integrated fire suppression systems Installed in a double-stacked configuration The purpose of this market research is to determine the method of procurement. The applicable North American Industry Classification System (NAICS) code is 236220. There is no solicitation at this time. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is voluntary; the Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide: Organization name, address, email, website, telephone number, and size and type of ownership Tailored capability statements addressing experience with similar modular facilities, delivery, installation, fire suppression system integration, and relevant projects for Federal, DoD, commercial, or industrial clients The Government will evaluate market information to assess potential capacity to provide services and supplies of similar scope and scale. Statement of Work Purchase of Temporary Production Facilities to support Norfolk Naval Shipyard Performance: The contractor shall provide six (6) temporary production facilities as specified. Facilities include: Six (6) 24-ft x 40-ft Type A double-wide, stackable, non-combustible units with fire suppression The complex will have six (6) double-wide units, double-stacked. The contractor shall supply all labor, materials, equipment, tools, transportation, and supervision necessary to manufacture, deliver, and test the TPFs at Norfolk Naval Shipyard, following the specifications and attached drawings. All facilities will be located at Norfolk Naval Shipyard, with specific locations detailed in the drawings. The contractor must submit two schedules within 10 days of contract award: Manufacturing schedule (from award to arrival at NNSY) Delivery schedule (from delivery to turnover to the government) Schedule changes require written review 30 days prior, with NNSY review and acceptance. Schedule dates are negotiable. If the contractor fails to deliver or perform within the specified time, liquidated damages apply, calculated at a daily rate of $2,066.03 for a 24-ft x 40-ft double-wide TPF. Refer to the Temporary Production Facilities Specifications for detailed requirements, layout drawings, and contractor responsibilities. Period of Performance: Contract awarded by September 1, 2026; delivery by January 1, 2027. Contractor Responsibilities: Comply with all safety and OSHA requirements, including Hazardous Energy Control procedures, Lockout/Tags-Plus, and notification of NNSY TPOCs and CORs prior to work. HEC locks shall be provided by the contractor, with proper labeling and materials. Electronic copies of relevant safety manuals and OSHA standards are available at NNSY public website. Before acceptance, each leased unit will be inspected for compliance. If unsatisfactory, the contractor has 10 business days to correct discrepancies at their cost. The customer will connect the TPF to temporary services upon delivery and disconnect after completion. Lifting and Handling: Submit a detailed lift plan 30 days prior to installation.
